If you wish to administer your database from your own computer, via a program like navicat or cocoamysq, you will need to add an "access host" via the MySQL Database Icon in the cPanel.
To do that enter the IP address of the computer with the the SQL software into the access host box. To find the ip address you can go to www.eleven2.com/ip
Also make sure your username matches the username created in the MySQL database section of CPanel, and make sure you add the user to the database you want to access.
